CLIFTON PARK — The town Planning Board granted conditional approval for a three-story apartment building at the northwest corner of Maxwell Drive at its Tuesday meeeting.
The Rosegate Apartment, planned for the intersection of Maxwell Drive and Mooney Way, will accessed from Mooney Way. The apartment will feature 36 units and 55 parking spaces.
The entire site measures 3.8 acres, according to the project planning documents. The proposed apartments will have outdoor recreational areas and fire pits and an internal trash compactor, as opposed to a dumpster outside.
The Rosegate project was spearheaded by Fortress Partners LLC, a Latham-based firm that owns buildings throughout the Capital Region, including in Halfmoon.
Though the project received unanimous approval from the board Tuesday, residents of the nearby Tallow Wood Drive neighborhood expressed concerns over the project in December.
During that meeting, neighbors spoke for more than two hours about increased traffic in the area, should the apartments be built.
Residents also had concerns about the presence of a large apartment complex in the Maxwell Road area, although apartment buildings are allowed in the town center area according to zoning laws.
The Rosegate building site is zoned TC2, which permits multi-family and mixed-use residential buildings.
Project engineers told the board on Tuesday the complex is projected to generate 13 vehicle trips during the morning peak travel hour and 17 trips during the evening peak travel hour. The figures are according to a traffic analysis conducted by Creighton Manning Engineering.
No residents protested the project at Tuesday’s meeting. Project engineer Ivan Zdrahal noted that a new sidewalk, which would be constructed as part of the project, would connect Maxwell Drive to Tallow Wood Drive, to give area residents a safe way to get to stores in the area.
Planning Board member Eric Ophardt thanked Zdrahal for including the sidewalk and crosswalk improvements in the project.
“My general feeling is that this will be a nice addition to the corner,” he said.
Joel Bianchi, town designated engineer on the project from MJ Engineering and Land Surveying, noted that because the highest roof surface on the building exceeds 30 feet, the site must include an aerial fire apparatus access road.
The project does not call for such access, but Bianchi said he believed the road could be added without making any major changes to the site plans.
According to international fire code, the access road must have a minimum unobstructed width of 26 feet and be located a minimum of 15 feet from the building. Zdrahal will work with Sheryl Reed, town fire marshal, and Steve Myers, director of building and zoning, on placing the access road.
The greenlight to start construction is contingent on the creation of the access road, as well as a final look at the project by a technical advisory committee composed of a few members of the Planning Board.
Rosegate is the latest in a slew of large apartment projects that have come before the Planning Board, with the goal of fostering a town center more urban and walkable than other parts of town.
Windsor Development recently proposed a 48-unit apartment building for Clifton Park Center Road. That project is still going through the design process. A three-story, 39 unit complex in the same area was approved by the Planning Board in January.
